
Ms. May Paule Rabat
Career
Ms. May-Paule Rabat is a seasoned financial services professional with over 14 years of progressive experience spanning both the public and private sectors. She has built her expertise across financial sector development, policy formulation, governance, compliance, anti-corruption, and financial intelligence.
She currently serves as Director at the Ministry of Finance, National Planning and Trade, where she leads the development and implementation of the Seychelles Financial Sector Strategy and advises the Cabinet of Ministers on key financial policies and sector reforms. Prior to this role, she held senior compliance and investigative positions within the Anti-Corruption Commission of Seychelles (ACCS) and the Financial Intelligence Unit (FIU), contributing to strengthening Seychelles’ AML/CFT framework and international cooperation efforts.
Her career foundation was built in the fiduciary and banking sectors, equipping her with broad-based experience in financial regulation, corporate services, and anti-money laundering compliance.
Experience
Ms. Rabat has extensive knowledge in financial governance, regulatory compliance, AML/CFT, policy development, and financial intelligence. Her vast experience working across multiple regulatory authorities and law enforcement agencies positions her as a valuable asset in driving financial sector reforms and strengthening institutional frameworks.
As a Board Member of the Development Bank of Seychelles (DBS), she provides strategic insight in financial sector governance, risk management, and regulatory compliance. Her expertise in anti-corruption, financial investigations, and strategic policy-making enhances the Bank’s oversight and decision-making processes.
She is also actively engaged at the regional level as an Expert Reviewer for ESAAMLG and a Country Assessor for AML/CFT compliance, contributing to international efforts in combating financial crimes.
Qualifications
Ms. Rabat holds a Master of Science (MSc) in International Corporate Finance from the University of Salford, United Kingdom (2021) and a Diploma in Business and Secretarial Studies from the Seychelles Polytechnic (2008).
She has obtained several professional certifications, including Certified Professional in AML Compliance (ACCPA, USA), Country Assessor for AML/CFT compliance (ESAAMLG & FATF), and leadership development credentials from the IMF, Egmont Group, and The Guy Morel Institute.
Her expertise is further reinforced through numerous specialized trainings in financial investigations, asset recovery, compliance, monitoring & evaluation, policy development, and strategic leadership.
